Role Overview for Director of Proposal Management

Key Responsibilities of Director of Proposal Management
Strategic Leadership & Vision
Develop and articulate a comprehensive proposal strategy that aligns with the organization’s overall business development goals. Provide strategic guidance and leadership throughout the entire proposal lifecycle, from opportunity identification to contract award.
Team Management & Development
Lead, mentor, and develop a high-performing team of proposal managers, writers, editors, and graphic designers. Foster a collaborative and results-driven team culture, ensuring continuous professional growth and skill enhancement. Manage resource allocation effectively to meet proposal deadlines and quality standards.
End-to-End Proposal Process Ownership
Oversee the entire proposal development process, including planning, scheduling, content development, review cycles, and submission. Ensure adherence to established processes and methodologies (e.g., Shipley Associates, APMP best practices).
Content Strategy & Development
Drive the development of compelling, persuasive, and compliant proposal content. Work closely with Subject Matter Experts (SMEs) across various departments to gather information and translate complex solutions into clear, concise, and client-centric narratives.
Compliance & Quality Assurance
Ensure all proposals are fully compliant with Request for Proposal (RFP) requirements, government regulations, and internal quality standards. Implement rigorous review processes to guarantee accuracy, consistency, and professional presentation.
Win Strategy & Theming
Collaborate with sales and business development teams to define win themes, differentiators, and value propositions for each bid. Integrate these strategic elements throughout the proposal to maximize competitiveness.
Proposal Automation & Tools
Identify, implement, and optimize proposal management software and tools to enhance efficiency, consistency, and scalability of the proposal process. Leverage CRM systems and content libraries effectively.
Post-Submission Analysis
Conduct thorough win/loss analyses to identify areas for improvement, capture lessons learned, and refine future proposal strategies and processes.
Stakeholder Collaboration
Act as a primary liaison between the proposal team and executive leadership, sales, operations, legal, and finance teams to ensure alignment, gather necessary inputs, and secure approvals.
Knowledge Management
Develop and maintain a comprehensive content library of reusable proposal assets, ensuring content is current, accurate, and easily accessible to the team.
Risk Management
Identify and mitigate potential risks associated with proposal submissions, including compliance issues, resourcing challenges, and timeline constraints.
Continuous Improvement
Champion continuous improvement initiatives for the proposal function, staying abreast of industry trends, best practices, and technological advancements to maintain a competitive edge. Requirements for the Director of Proposal Management
Education
Bachelor’s degree in Business Administration, Marketing, Communications, English, or a related field is required. A Master’s degree (MBA) or relevant advanced certification (e.g., PMP, APMP Practitioner/Professional) is highly preferred.
Experience
A minimum of 10-15 years of progressive experience in proposal management, with at least 5-7 years in a leadership or directorial role, preferably within a fast-paced, high-growth environment or government contracting sector.
Proven Track Record
