Key Responsibilities of Chief Medical Officer (CMO) with a Public Health Organization – St. Louis, MO

Strategic Clinical Leadership

Develop, articulate, and implement the organization’s overall clinical vision and strategic direction in alignment with its public health mission. Provide expert medical guidance to the CEO, Board of Directors, and executive team on all clinical matters, including emerging health trends, policy changes, and healthcare innovation.

Quality and Performance Improvement

Establish, monitor, and enforce the highest standards of clinical quality, patient safety, and performance excellence. Lead the development and implementation of quality assurance programs, clinical protocols, and performance metrics to drive continuous improvement across all service lines. Champion the integration of evidence-based public health practices and data-driven decision-making.

Public Health Advocacy and Community Engagement

Serve as the primary medical spokesperson and advocate for the organization. Build and maintain strong, collaborative relationships with local and state health departments, healthcare systems, academic institutions, community-based organizations, and other key stakeholders. Represent the organization in public forums, media engagements, and legislative discussions to advance public health policy and initiatives.

Clinical Program Development and Oversight

Oversee the design, implementation, and evaluation of a wide range of clinical and public health programs, including disease prevention, health promotion, chronic disease management, and infectious disease control. Ensure all programs are culturally competent, equitable, and responsive to the specific needs of the St. Louis community.

Regulatory Compliance and Risk Management

Ensure the organization’s full compliance with all federal, state, and local regulations, as well as accreditation standards (e.g., The Joint Commission, NCQA). Oversee clinical risk management activities, including incident reporting, root cause analysis, and the development of corrective action plans to mitigate risk and enhance patient safety.

Physician and Clinical Staff Leadership

Provide direct leadership, mentorship, and professional development for all medical staff, including physicians, advanced practice providers, and other clinical professionals. Oversee credentialing, privileging, and peer review processes. Foster a positive, collaborative, and inclusive clinical culture that attracts and retains top talent.

Financial and Operational Management

Collaborate with the Chief Financial Officer and other executives to develop and manage clinical budgets, ensuring the effective and efficient allocation of resources. Health Equity and Disparities

Requirements for the Chief Medical Officer (CMO) with a Public Health Organization – St. Louis, MO

Medical Degree

An M.D. or D.O. from an accredited medical school is required.

Advanced Education

A Master’s degree in Public Health (MPH), Health Administration (MHA), Business Administration (MBA), or a related field is strongly preferred.

Licensure and Certification

Must possess and maintain an active, unrestricted license to practice medicine in the State of Missouri (or be eligible for licensure). Board certification in a primary care specialty (e.g., Family Medicine, Internal Medicine, Pediatrics) or Preventive Medicine is required.

Executive Leadership Experience

A minimum of ten (10) years of post-residency clinical experience, with at least seven (7) years in a progressive medical leadership role (e.g., Medical Director, Deputy CMO, VP of Medical Affairs) within a public health department, federally qualified health center (FQHC), community health system, or academic medical center.

Public Health Expertise

Demonstrated experience and deep understanding of public health principles, including epidemiology, population health management, health policy, and addressing social determinants of health. Experience working with diverse and underserved populations is essential.

Strategic and Visionary Thinker

Proven ability to think strategically, develop a long-term clinical vision, and translate that vision into actionable plans and measurable results. Experience in strategic planning and program development is critical.

Exceptional Communication Skills

Superior interpersonal, written, and verbal communication skills. The ability to effectively communicate complex medical information to a wide range of audiences, including clinical staff, executive leaders, policymakers, community members, and the media.

Financial Acumen

Strong understanding of healthcare finance, budget management, and value-based care models. Experience managing departmental or programmatic budgets is required.
