The EVP, Head of Treasury will serve as the principal architect of the bank’s global treasury strategy, overseeing all aspects of liquidity management, capital planning, balance sheet optimization, and financial risk management. Key Responsibilities of EVP, Head of Treasury with a Global Investment Bank – Chicago, IL

The EVP, Head of Treasury will have a broad and demanding mandate, with ultimate accountability for the global Treasury function. Key responsibilities are extensive and include, but are not limited to, the following areas:

Strategic Treasury Leadership

  • Develop, articulate, and execute a comprehensive, forward-looking global treasury strategy that aligns with the bank’s overall business objectives and risk appetite.
  • Serve as a senior strategic advisor to the CEO, CFO, Board of Directors, and other executive committee members on matters of capital structure, liquidity, funding, and balance sheet management.
  • Drive strategic initiatives to optimize the bank’s capital allocation, funding mix, and overall cost of capital, enhancing shareholder value.
  • Lead the evaluation and integration of treasury functions related to potential mergers, acquisitions, or divestitures.

Liquidity Management and Funding Strategy

  • Maintain and enhance a robust global liquidity management framework, ensuring the bank maintains sufficient liquidity to meet its obligations under both normal and stressed market conditions.
  • Oversee the development and regular testing of comprehensive Contingency Funding Plans (CFPs) and liquidity stress testing models.
  • Direct the bank’s global funding programs, managing a diversified mix of funding sources across various markets and currencies, including deposits, secured and unsecured wholesale funding, and capital markets issuance.
  • Manage the bank’s investment portfolio of high-quality liquid assets (HQLA), optimizing for yield while adhering to strict risk and regulatory constraints.

Capital Management and Regulatory Planning

  • Lead the end-to-end capital planning and management process, including the annual Comprehensive Capital Analysis and Review (CCAR) and Dodd-Frank Act Stress Test (DFAST) submissions to regulators.
  • Develop and implement strategies to optimize the bank’s capital structure, ensuring robust capitalization and efficient use of capital in compliance with all regulatory requirements, including the Basel III framework.
  • Oversee the management of capital ratios (e.g., CET1, Tier 1, Total Capital) and provide strategic recommendations on capital actions, such as dividend policy, share repurchase programs, and capital issuance.

Asset/Liability Management (ALM) and Risk Mitigation

  • Chair the Asset/Liability Committee (ALCO), guiding strategic decisions on balance sheet composition and management of structural financial risks.
  • Oversee the measurement, monitoring, and management of interest rate risk in the banking book (IRRBB) and foreign exchange (FX) risk.
  • Develop and execute sophisticated hedging strategies using derivatives and other financial instruments to mitigate exposure to interest rate, currency, and other market risks.
  • Collaborate closely with the Chief Risk Officer (CRO) to ensure all treasury activities are conducted within the bank’s established risk appetite framework and that risk exposures are transparent and well-managed.

Stakeholder and Relationship Management

  • Act as the primary liaison for the bank with key external stakeholders on treasury matters, including federal and international regulators (e.g., the Federal Reserve, OCC, PRA, EBA).
  • Cultivate and maintain strong, transparent relationships with credit rating agencies to ensure the bank’s creditworthiness is accurately perceived and optimal ratings are maintained.
  • Manage key relationships with correspondent banks, institutional investors, and other funding partners.

Leadership and Team Development

  • Provide decisive leadership, mentorship, and professional development to a large, global team of treasury professionals.
  • Foster a culture of high performance, collaboration, integrity, and continuous improvement within the Treasury organization.
  • Champion talent management and succession planning to build a strong pipeline of future treasury leaders.
  • Drive the strategic adoption of new technologies, data analytics, and automation to enhance the efficiency and effectiveness of treasury operations.

Requirements for the EVP, Head of Treasury with a Global Investment Bank – Chicago, IL

The successful candidate will be an accomplished executive with deep domain expertise and a proven ability to lead at the enterprise level. The qualifications for this role are rigorous, reflecting its seniority and strategic importance.

Professional Experience

  • A minimum of 20 years of progressive experience in corporate treasury, capital markets, or a closely related financial discipline.
  • Extensive experience operating within a large, complex, and global financial institution is mandatory; experience at a G-SIB is strongly preferred.
  • A minimum of 10 years in a senior leadership role, with a demonstrated history of managing large, geographically dispersed teams and setting strategic direction.
  • Proven track record of success in managing liquidity, capital, and balance sheet strategies through various economic cycles.

Educational & Professional Credentials

  • Bachelor’s degree in Finance, Economics, Accounting, or a quantitative field is required.
  • An MBA from a top-tier business school or another relevant advanced degree is strongly preferred.
  • Professional certifications such as Chartered Financial Analyst (CFA) or Certified Treasury Professional (CTP) are highly advantageous.

Technical Expertise and Knowledge

  • Deep, expert-level understanding of global banking regulations, including Dodd-Frank, CCAR/DFAST, liquidity coverage ratio (LCR), net stable funding ratio (NSFR), and the complete Basel III/IV capital accords.
  • Sophisticated knowledge of global financial markets, complex financial instruments, derivatives, and securitization.
  • Mastery of advanced concepts in Asset/Liability Management (ALM), Funds Transfer Pricing (FTP), and financial risk modeling.
  • Proficiency with leading Treasury Management Systems (TMS), Bloomberg, and other critical financial technologies.
