Key Responsibilities of VP, Treasury & Capital Markets with a Regional Bank – Chicago, IL
The VP, Treasury & Capital Markets will have a broad and impactful scope of responsibilities, encompassing all core functions of a sophisticated bank treasury department. Success in this role will require a hands-on approach combined with high-level strategic thinking. Key duties include:
Liquidity and Cash Management
Oversee the daily cash positioning and ensure adequate liquidity to meet all obligations. Develop and maintain sophisticated liquidity forecasting models, conduct regular stress testing under various scenarios, and manage the bank’s Contingency Funding Plan (CFP). Manage intraday liquidity and collateral requirements effectively.
Funding and Liability Management
Develop and execute a diversified funding strategy to support balance sheet growth at an optimal cost. Manage relationships and borrowing capacity with wholesale funding sources, including the Federal Home Loan Bank (FHLB), correspondent banks, and brokered deposit channels. Analyze deposit trends and provide strategic input on pricing strategies to the retail and commercial teams.
Investment Portfolio Strategy and Execution
Direct the management of the bank’s multi-billion dollar investment portfolio. Formulate portfolio strategy concerning duration, convexity, credit exposure, and asset allocation to optimize risk-adjusted returns. Lead the security selection process across various asset classes, including Agency MBS/CMOs, municipal bonds, and other permissible investments. Conduct thorough pre-purchase analysis and ongoing surveillance of portfolio holdings.
Asset/Liability Management (ALM)
Serve as a key leader in the bank’s ALM process. Manage and model the bank’s interest rate risk (IRR) exposure, utilizing sophisticated ALM software (e.g., QRM, Empyrean) to run simulations for Net Interest Income (NII) and Economic Value of Equity (EVE). Prepare comprehensive ALCO packages with detailed analysis, commentary, and strategic recommendations to mitigate risk and enhance performance.
Capital Markets and Hedging
Identify, analyze, and execute capital markets transactions to manage the bank’s risk profile. This includes the use of interest rate derivatives (swaps, caps, floors) to hedge IRR exposure on the balance sheet. Stay abreast of market developments and proactively recommend hedging strategies to the ALCO committee.
Capital Planning and Strategy
Contribute to the bank’s capital planning process. Monitor all regulatory capital ratios (CET1, Tier 1, Total Capital) and forecast capital levels under various scenarios. Analyze the capital impact of strategic initiatives, such as acquisitions or new product launches, to ensure efficient use of capital.
Regulatory Compliance and Reporting
Ensure the Treasury function operates in full compliance with all banking regulations and internal policies. Maintain a deep understanding of regulatory expectations from the OCC, Federal Reserve, and FDIC, particularly regarding liquidity and capital management. Serve as a key point of contact for regulators during examinations. Ensure accurate and timely submission of all treasury-related regulatory reports. This includes maintaining compliance with regulations such as the Liquidity Coverage Ratio (LCR) and other key supervisory guidelines.
Leadership and Team Development
Lead, mentor, and develop a team of treasury analysts. Foster a high-performance environment that encourages intellectual curiosity, critical thinking, and professional growth. Delegate tasks effectively while providing support and oversight.
Strategic Collaboration
Act as a strategic partner to other business units, including Commercial Lending, Retail Banking, and Credit Administration. We are seeking a highly qualified candidate who meets the following criteria:
Education
A Bachelor’s degree in Finance, Economics, Accounting, or a related quantitative field is required. An MBA or a relevant professional certification such as Chartered Financial Analyst (CFA) or Certified Treasury Professional (CTP) is strongly preferred.
Experience
A minimum of 8-12 years of progressive experience within a bank treasury, ALM, or capital markets function is essential. Direct experience at a regional or community bank with assets exceeding $10 billion is highly desirable.
Technical Skills
